Skin affliction

I have a male client in his mid fifties who suffers a red, raised, itchy rash on his back and arms when his body becomes warm and sweats, from exercise. It has the appearance of Hives (Urticaria) and has been active for three years. A dermatologist advised him that it was caused by a fungal presence in the hair follicles. The formula Dang Gui Yin Xi has been useful in calming it but not expelling it. I get the sense I need to somehow expel it from the skin level. He has no symptoms of heat excess in his body. He is in excellent health and has a normal pulse. Tongue is pink with white moss and swollen borders with teeth marks.Has anyone seen a similar condition?
